Abstract

The present work addresses the theme compliance as a mechanism for the prevention of functional deviations, frauds, and corruption in the Public Administration, especially in the scope of bids and administrative contracts. In this regard, it will be demonstrated that this practice is the product of a recent evolutionary process that migrates from the private to the public sector with the desideratum of promoting integrity in the public environment, giving a greater dimension to efficiency, which predates the administrative activity, and establishing a well delineated model of responsibility and responsive behavior. It inaugurates a new structural framework of good practices of public governance that starts to require the commitment of all
public agencies, institutions of public character and state-owned companies, especially the senior management.
